For modern bikes I generally recommend We the People or Sunday, not sure they'll be in your price range, mongoose aren't too shabby at the bottom end of the market. Is he a big 14 ? i.e. getting on for 6', you'll need to make sure you get one with a longer top tube if he his and vice versa.
If he's serious about wanting to get into BMXing, then no bike that I can think of anything new in that price range will really be suitable. Cheap BMXs are really a flase economy, cheap wheels die very quickly and the bikes are often very heavy with poorly thought out geometery and low quality components. I'd have a look around second hand if I were you, you should be able to get a reasonable BMX for him to start out on with that budget.

the most important thing to look for is the material of the frame, steer clear of 'all steel' frames they are very heavy but at this price point 100% cro-mo frames might be a bit thin on the ground but a cro-mo front triangle is the minimum to look for.
I'm guessing it's just for general 'skate park' riding and nothing specific.....

Unfortunately you are not going to get much of a new BMX for that budget. If that is your budget I would look at second hand, ebay is your friend here. When my eldest son sold his previous 2009 WeThePeople 4 Seasons he managed to get £250 for it which was about the going price for it, the bike originally cost £540 a year previously. He then went on to spend £800 on another WeThePeople and has subsequently spent a further £250 on it to change components and changing the drive side from right to left.
If you look around ebay and you know what you are looking for there are a good few bargains to be had. Don't be put off with second hand as a lot of bikes are bought for kids who do not even use them and they're almost as good as new.

Only thing with that is the names that us 'oldies' remember from back in the day aren't the brands that are big now. Haro and GT don't have anything like the cred they had in the 80's in the 00's 'skatepark' world, they still have a presence in the 'race' arena though....
Half the brands that are the 'must haves' now I'd not heard of when I got back into park riding about 6-7 years ago.

Really good point, I had a GT Pro BMX as a young un and it was a very high quality bike. I stupidly bought a GT mountain bike from Halfords purely on the name in the early 2000s and hmmmm.Haro and GT don't have anything like the cred they had in the 80's
