Depends what you are after it for but I would say NO. How tall are you bearing in mind it says small to medium which means to me to be fit for someone under about 5' 8"

The ad includes these:
"Back wheel has wear from the brake pads".
If the seller sees fit to specifically mention this, then you have to wonder just how much wear there is!
"Could do with a small chain ring on the crank as its worn"
If one chain ring is worn, then you can expect the chain to be worn, and most likely the cassette too.
"No pedals included"
Not a huge deal in itself, but it just adds to the bits you'd need to spend on to get a 'cheap' bike.
