Okay, spec from wifey is:
easy step through
basket on the front
idealy a 3 speed
comfy seat

ideally cope with some forest paths / tow paths, but not an MTB

Halfords are doing Pendleton-branded womens bikes in that style for about your budget. No hub gear (it's derailleur instead) but nice enough for the money.

Pendleton is over the budget, £259 is absolute tops

Got my Mum a Dawes Red Feather for Crimbo, the rrp is over your budget by my LBS had one for £250.

Its surprisingly light given the equipment and has rear derailleur only gearing, my Mum had 3-speed before but managed to learn the derailleur system quickly.

FWIW- got a cheapo basket for Missus bike from ASDA! so don't worry if you buy one without, very cheap upgrade :-)

Go retro and recycle, get a nice 80's Raleigh shopper for about £80-120 incl delivery. Loads of character and also cheaper than some low quality new bike
