Okay. It's a sock. An old brown sock, which is twisted around a cable, and fixed with a strip of decorator's masking tape over the down tube. So that's the "What?" explained.

...strictly a temporary measure, while I got around to buying a frame protection kit or some 'helicopter tape'. That was very nearly a year, and 4,200 miles ago. It seems to work, and I've had other priorities over sorting out frame protection. I simply don't notice it, so it doesn't bother me. But I have chipped the paint on the seatstay between the brake bridge and the seat tube (it fell against the edge of a brick wall) Sadly, I don't think I'd have put the protection tape there anyway.
Alternative explanation? "Master gave Dobby a sock! Dobby is a free Elf."

That's a good life hack!* I love using old socks etc. for stuff! (Like storing a couple of gas canisters in my jersey pocket... That.

- I have to say though, when I bought my SL5 I received a sheet of pre-cut clear helicopter tape patches to protect from cable rub etc.? It might be worth asking the supplying LBS if you didn't get yours?
Now I'm going to turn this thread into 'souvenirs from today's ride'...

I'd like to blame it on diesel on the road or mud or some idiot driver but... I think it was all my own doing
I think I just misjudged how damp and slippery it was, turning left into a T-junction (exiting Benwick) the bike just fell away from underneath me! Bugger...
Incredibly the only damage was to me, the bar tape and the lever tops! Somehow I managed to come away with the frame totally unmarked!
Luckily I had another 65kms to 'ride it off' although my left hand is very badly bruised!

Hoping to do the Fred, so need to hit some steep hills. This is one of the only "double chevrons on an OS map" near me - Bignor Hill. Parts of this are 26%, briefly. The surface is broken, wet, muddy, covered in detritus...
The hill starts off with the steepest section, and then levels out around 5-8% for the next kilometre or so.
Two guys got out of this car, and started putting mountain bike wheels into frames. They looked a little surprised to see a road bike up here!
Bignor Hill is a dead end, with a car park on the South Downs Way at the top. I headed towards the coast via Bury Hill, which is the opposite of Bignor; wide, well surfaced and trafficked even at this time on a Saturday morning.
