No evidence as such. just a feeling. Driving around London is done really. they want everyone on public transport.

Congestion charging is a Tax in a way but it's also a deterrent. Same as excessive council parking and the same councils removing spaces, millions of speed humps etc The "war on speed" The pollution etc etc etc

It's all designed IMO to make the car less attractive than the alternatives. I'm not saying imminently, but in 10 years from now I daresay it'll be different.
