I'd announced my presence, if they fail to move over, reverse(?) half wheel them so they see you at their side. If that fails and there's room to do so, I'd say I'm coming through on your left/right and make the move.

I sometimes use my local tow path as a shortcut to meet a mate for MTB rides. I normally call out "passing on your right" and they move over.
