Cheap wheelset to take 700x32 tyres

I'm rebuilding an old road bike of mine and want to put a new set of wheels on it to take 700x32 tyres for winter riding. I'm a bit confused about what wheels will take a tyre that big, will all 700 wheels be OK? And will I have to check tyre clearance on the bike to see if they will fit? The bike is a specialized Allez from around 2009.

I don't want to spend a fortune and the rear wheel will need to take a 9 speed cassette.

Anyone got any suggestions?

Pretty sure that an allez will not take 32's, I suspect you'd need a cross frame to take something that big.

FWIW I ride 23's all winter.. if you could get 25s, or maybe even 28's that might do the job for you, unless there's some specific reason you absolutely must have 32s..

OK thanks, that's good to know. I'm probably just being paranoid about slipping around over the winter. I'll stick with 28's.
