Turns out the speed limits do not apply to cyclists.

(I should add that I have nothing but contempt for anyone who endangers another road user, no matter what vehicle they are using, so I'm certainly not suggesting it's OK to barrel along there scattering pedestrians like bowling pins)

There's no requirement for an additional speed limit sign with one of those, unless there is a variation to the speed limits stated in the regulations for motorways.
Any half decent driver will know the limit appropriate to their vehicle class on a motorway
Cycle paths, oddly, don't normally have speed limits, signed of not. So it would be reasonable for any competent cyclist to presume, in the absence of signs to the contrary, that any speed which is not recklessly fast would be acceptable in such circumstances.

What a bizarre argument. There is a limit in the park, Vine exceeded the limit and got stopped by the park authorities.
I'm not defending the silly rule but merely pointing out that a defence of "I didn't know about the rule and anyway I can't measure my speed" is a pathetic defence.
If a Polish driver came here in a car with a faulty speedo should we let him off for doing 100mph on the M4?

There are generally no speed limits for cyclists in parks and so if a park decides to introduce a new "rule" which is out of the ordinary, then it needs to make sure that these rules are well signposted if it wants them followed.
