No. The 5mph limit for cyclists/rollerbladers/etc. in that particular area of Hyde Park. You might have heard in the news that Radio 2 DJ Jeremy Vine was caught and stopped by the Park authorities for exceeding the limit?

There isn't a limit. Not a legally enforceable one anyway, as far as anyone can work out.

Someone painted "30MPH" in a big circle on the road in Lower Sunbury near where I used to live. Didn't change the fact that it was a 40 zone.

Just like someone from the Royal Parks deciding that the speed limit on a cycle path is 5mph and writing it in some bye-laws doesn't make the 5mph limit on the path legal, enforceable, or meaningful in any way.
