This annoyed me the other year, so I solved it. I went to a local wetsuit manufacturer, and had some covers made to my leg size just above the boot top, that fit over the top of my winter boot, stopping the dribble into the shoe Top tip.. if you can stretch the bottom of your bib tights/leg warmers OVER the top of your overshoes it does wonders for foot dryness.
I wear some longer socks (so the zip on the overshoe won't irritate) then put on your shoes/overshoes and zip up. Pull the ankle section of your tights over. Having a zip on the ankle can make this much easier.
Also, check if the bottom of your road shoe has a massive vent at the front of the sole, a piece of Gaffa tape can seal it off.
Got these tips last winter and they make a massive difference.
