Entirely sensible move in my view. In truth I don't think there are many police forces that would bother stopping a cyclist on the pavement unless they were cycling dangerously.

...and the helmet debate kicks off in only the 3rd reply! That must be some sort of record?!

It won't be long before the first response to any cycling thread will be 'yeah well, helmets should be a legal requirement'... regardless of topic!
