Road bike brake pad question

Just picked up my first road bike today, a late 80's steel Bianchi, took it out for a spin and it's lovely - so much quicker than my mountain bike.
Anyway, it seems to lack braking power, the guy I bought it off has not used it for a few years as he is 80 odd, so it may need new pads due to the old ones perishing, would this likely be a problem?
If so the brakes look like these, and are Suntour Quattros.
Would the following pads work ok with them? I think they look the same but don't want to waste £18 on the wrong type of pads.

Maybe just lob some money at a new front brake, dual pivot to give it a bit more welly, comes with free pads
