I have one of these Race Navigator One things:

It is relatively unused in the UK as we don't have an agent that I am aware of but very popular in mainland Europe. This is a self install one stop shop for data, performance and video.
This unit is suction cupped to your screen and has a fixed camera facing forwards and an internal camera facing you. The display is like a mini ipad with touch screen controls. It has the ability to connect via BT to your OBD port and although many tracks are pre loaded it can learn a track by simply setting it off on the start finish line. Shows you +/- on sectors and everything else you'd ever want.
One aspect that I like is that in 'a moment' its removed from the car and can be put in another car for others to use (with their own diver and car login) or be kept safe overnight. Its an extremely well constructed bit of kit as its mostly aircraft type ALU casings and connections.
You can sit in the pub and watch your laps on the screen too as the screen has a playback function....
VERY expensive and worse now post Brexit but I managed to buy mine used.

I havent read the whole thread, so excuse me if I repeat any previous advice.
But here's my setup - As with most things, I went for a budget option, but even so it gives a delta time (which I assume is what you mean by predictive laptiming?) but doesnt go to the level of sensing every input like steering angle or brake pressure.
I have an old Android phone (mine is my old S3, built in to my dash), that has the free racechrono software added, with the 2 'add on' purchases, OBD2 features, and laptiming features, (About £5). The OBD2 date comes from an ebay ELM bluetooth reader (>£5), and the most important add on -a Qstarz 10HZ GPS receiver (£30-60). This is a must for accurate timing, as most GPS is 1Hz, 1 read every second, which if you ever see a lap trace from one, you can see how inadequate this is. The 10hz is 10 times a second, so makes a massive difference.
The racechrono allows pretty in depth analysis and can have graphs showing all the data overlaid, and of course the data can also be used for video overlay, for which I use RaceRender, which I think is free if you're happy with limited functions and a logo, or about £30 for the mid level version which is more than capable.

and can even be overlaid on a 360 video if you have Windows 10.
If you pan down on this, you can just about see the phone and racechrono software, including the red/green highlighted deltatimes, sadly its not that clear due to refresh rates.
