We all like a few attractive fillies around to brighten up the office but you can't tell them what to wear old chap.
You need to check that attitude at the door to HR and show some contrition. Try to convince them it was never intended to make anyone feel bad although it clearly has.
DO NOT use the words "pig dog" or "stunner"
How the fk did you get to be in charge of any one without being taught these things? Blame the company and ask for sensitivity training.

So... I've been thinking about this, and whether it is true or not.
I did my joke post a page or so back, but let's try serious and pretend it is true. The more I read it, the more it can't be, but let's entertain it.
In my office, we have no customers onsite. I work for a major multinational, and it's a 'cool' brand. Our dress code is formally defined as smart casual in the employee handbook. There is no definition of this.
Whilst we have no customers on site, they do visit, and sometimes it is incredibly senior people, PH Directors no less.
As such, as the team manager, I wear a suit to work. No tie, but jacket always. On dress down Friday, I'll lose the jacket.
My team, 4 3rd line disciplines, as a minimum wear smart jeans, a shirt with a collar - usually smart polo shirts - and shoes. Several guys always wear smart shirts, trousers, and shoes.
I'm going to guess, you wanted your team to look professional. Suggesting women wore skirts doesn't guarantee this, which is why you keep the descriptions broad. By the team as a whole definit and agreeig smart casual as saying a smart collared top with no questionable slogans on, we are focusing on being relaxed, professional, certainly not offensive. People expect techies to be relaxed, and we have that environment.
Let's imagine that was your goal, and absolutely NOT marketing the attractive qualities of the ladies. You obviously would never have had this as your plan, as it's totally wrong. It would have been a huge misinterpretation, Right?
I honestly have no idea how you get out of this, other than begging forgiveness. Maybe if everyone woman bar the one who complained says they were not offended you stand a chance of keeping your job.
Did you have to ever do an equality and diversity course? If not, you might be able to use this in your defence that you haven't had appropriate training on the language to use to ensure your team are professional.
Like those drink driver courses where when your caught 0.001 mg over the limit after having your first drink for a month, but you have to admit to being an alcoholic to pass... You need to be willing to do anything and accept all their views and findings.

Turn up to the HR meeting in the same short skirt etc and say you are transgender. It should thrown them off track enough, they will be unable to prove that that you are not like this in real life.
This way you can state you are just fitting in with the rest of the girls.
If they sack you you could claim transism or similar.
