Do it again. This time be a little more forceful and point out to her that it's really quite disruptive. I might start dangling a slight threat of "going further" at this point if she's really causing an issue. It might make for a miserable office, but the nice thing about miserable offices is that nobody speaks to anyone.
She is not busy enough. If she has more work to do she will not have time to talk. Give her more work. If she fails to do the work you have the basis for terminating her employment. Or just accept some people can't shut up. My mother is incapable of maintaining a silence for more than 60 seconds.
