I think you need to work out whether a pay rise is important to you. For many people in the private sector pay rises became a thing of the past from 2008-2013. They just didnt happen, in many cases the employers cut wages and real term pay was lower. In 2013 I was earning the same as I was in 2003 after going up and coming crashing down through redundancy over a 10 year period.

I dont think that a pay rise, or lack of one is a particularly good reason to leave, it's more of an excuse if you're bored and feeling unappreciated. There's things that can be done about that instead if there's no money around for an increase, and they're a 2 way street - you cant expect your employer to suddenly wave a magic wand and make things less boring, but you can put yourself forward for new things and take on more interesting stuff
