I have had the same thing. Beg you to take the job but say the "top of their budget" is X when X is lower than you are currently on and lower than you said you would move for.

Sometimes it is time wasting, trying it on. It could be a mistake. They thought they could offer more, then when they try and get it signed off by finance / HR whoever they discover they don't have the budget.

I have been on the receiving end of this from both respects. Had authority from director to hire, budget approved by finance. Go through the process, then when ready to make offer HR through a wobbly about it. Thankfully in that instance the director put them back in their box but it didn't look good on us whilst we fumbled around.

Then had it as a candidate, verbal told an offer will be made, then nothing. Finally find out that finance wont approve the cost.

So she should. They have already shown their hand, they are a***holes and have been since the outset. Avoid. "Pretty much guaranteed" bonus. The only thing that's "pretty much guaranteed" is that they are going to try to stiff her at every opportunity.

Maybe they assumed that she was not happy where she was and thought even with a 20% pay cut she would jump ship?

Why do people look for other jobs? Either to get more money, the current job is st? Some will move role as its more chance of development in the future?
