Is your line manager involved?

If you explain that you interviewed for a Technician role at Tech salary but you have the experience of Engineer and were in fact offered Engineer role at Tech salary then I would expect him/her to do something about it. It will be his/her cost centre so any salary expenditure will need that department approval. It may be they don't have the budget, they didn't get the approval to replace the engineer, or the budget was approved at a lower level. It may be that the replacement role was slated for a 'trainee' or graduate but the manager thought all their Xmas's had come at once when a person who would join at Tech salary appears but has the background to do an experienced Engineer role. There are a whole bunch of other reasons beyond the HR being obstructive one.

Apparently I am getting paid an Engineers rate. They claim that the pay structure they have is well aligned with the rest of the industry (which my findings did not agree with). I was also told that my perspective of pay rates was distorted because I'd worked offshore. Even though the current offering is less than my last onshore Engineers role which I left in 2011.

Writing letter of resignation today.
Finishing today as I have not signed a contract of employment, under statue law I can leave without notice before one months service

Absolutely the right choice. If it had been a small amount you could have maybe lived with it, but £13k is a monumental pisstake. They were hoping to just push you into doing the engineer role for less money.

This. Never had reason to praise them. Luckily I don't need to deal with ours that often but mostly ineffective and pointless when it matters.
