What does the ad actually say in relation to this?

They can stipulate for a number of reasons, but it's unusual to use the words 'where you live'. More appropriate might be 'that due to a number of occupational and/or role/contractual constraints, employees must be located within (pick a number) minutes commute of the role base'.

It might be due to on-call reasons, or if the role is physically demanding they're protecting employees who then choose to commute 2 hours and put themselves and other road users at risk.

Don't see the problem. It says reside within a county area, not within a county. I live in Devon, the border with Somerset is 20 minutes away, Dorset half an hour and Cornwall 40 minutes. I doubt I'd be excluded from selection for a job in Somerset just because I live in Devon.
