Hmmm, how come I only get 20 days of paid holiday per year? It says so in my contract and it's what I took last year. (Full time employed). Are there any rules for companies to get around the 28 days law?
I believe 28 days includes bank holidays, I would guess you more than likely get 20 days plus the bank holidays.

Her employer has told her she no longer gets 28 days holiday but 22. Can they do this?
From previous posts here and looking on the gov.uk site I'm thinking that it should be 22 days plus bank holidays.

The company provides a service 365 days a year so some staff have to work bank holidays.
She normally works weekends and some bank holidays.
If in the UK, you have a legal right to 28 days (5.6 weeks) of annual leave and your employer can choose to include the 8 statutory bank holidays as part of your entitlement. This is for full time employees only, part-time employees are entitled to pro-rata equivalent, i.e. 5.6 times their normal working week.

For your girlfriend, if she has reduced her hours of work per week, that might explain the reduction. If she has been guaranteed that she will be not be working for more than 2 bank holidays a year, then being given 6 bank holidays plus 22 days would also bring her up to the legal minimum. If her contract states that she is entitled to 28 days annual leave, the company may simply be getting tighter around the enforcement of the allowance.

Does your girlfriend work 12 hours shifts?

I work 12 hour shifts and get 21 shifts off a year, which is the equivalent of 25 normal days off + 8 public holidays.

She has not reduced hours. Works about 50 per week.
When she started with them she had to sign that she would agree to overtime, over the standard 40 hours per week.

Usually works
4 days a week - 7.30-14.00, 16.00-22.00
2 days a week - 7.30-14.00
I know that works out to 64 hours but there are a few gaps in between.

So basically she should get 22 days plus 6 bank holidays.

You can rescind your working time directive opt-out (over 48 hours per week) at any time and can't be discriminated against for doing so.

Might be a useful lever?

No, all overtime is paid.
