From previous posts here and looking on the gov.uk site I'm thinking that it should be 22 days plus bank holidays.
The company provides a service 365 days a year so some staff have to work bank holidays.
She normally works weekends and some bank holidays.
For your girlfriend, if she has reduced her hours of work per week, that might explain the reduction. If she has been guaranteed that she will be not be working for more than 2 bank holidays a year, then being given 6 bank holidays plus 22 days would also bring her up to the legal minimum. If her contract states that she is entitled to 28 days annual leave, the company may simply be getting tighter around the enforcement of the allowance.

I work 12 hour shifts and get 21 shifts off a year, which is the equivalent of 25 normal days off + 8 public holidays.
She has not reduced hours. Works about 50 per week.
When she started with them she had to sign that she would agree to overtime, over the standard 40 hours per week.
Usually works
4 days a week - 7.30-14.00, 16.00-22.00
2 days a week - 7.30-14.00
I know that works out to 64 hours but there are a few gaps in between.
So basically she should get 22 days plus 6 bank holidays.
