The dealer said they would buy the car from BMW UK and sell it to me at an agreed price, I don't think that contravenes any tax legislation.

Of course, the value they put on it maybe uncompetitive, if so, then I can walk away.

That's interesting & i'm not sure BMW UK would be overly supportive if one of their dealers did that, but perhaps it is a totally legitimate way of doing it as i'm no expert in the do's/dont's of Contract Hire.
