in my experience they feel beneficial in the wet from about 4-5C and in the dry closer to freezing. The moment there's any real risk of ice/snow/slush they are significantly better.
+1 The video of the 5.9degC RAC/Continental test, on page two of this thread, concluded winters' stopping distance in the wet was 20% shorter than summer tyres.

Wheels in great condition one had a mark so I renewed it and it has not been on a car.
