X1 wheel swap/emissions/spec list

My dad is in the process of buying a just under 1 year old X1 from a BMW dealer. The spec is spot on for him, apart from the 19" wheels with runflats which the dealer has agreed a non-cost swap for 18" with non-runflats off an ex-demo vehicle that they're also selling.
All good, right? Well not entirely - because the vehicle came from the factory with 19" wheels, it's in VED band E rather than D which the exact same car with 18" wheels would be. I can only presume this is due to a combination of increased mass of wheel and rolling resistance.
Is there a way to get the car reclassified by DVLA to reflect the new wheel size and therefore emissions?
I also presume that the BMW dealer won't be amending the specification on the central database - but I could be wrong about that - which means he should be telling his insurance company that the vehicle is non-factory spec, although personally I think I'd claim ignorance on that & not mention it.

He picked it up on Tuesday and while I've only seen pics so far (I live 80 miles away) it looks great in the colour and he says it's virtually unmarked. They're visiting in a couple of weeks so I'll be on a training session to transfer some of my knowledge of the idrive, control buttons etc. It's an Xline with sunroof, better navigation, sports seats, Harmon Kardon, reversing camera, sliding rear seats etc. We believe it was a car that sat in a showroom then bought privately as it has a '0999 Dealer Launch Cars' code on the VIN decoder and took two months after production to be registered.
