Electronic Service Record - Can I check a car in Europe?

I'm looking at buying an RX8 abroad. The car was originally bought in Switzerland, then bought as a damaged repairable by a garage in Poland and is now for sale. I only have the VIN number and no other records. Is it possible to check the Mazda ESR with just the VIN number and not yet actually being the owner?
