I found exactly the same as you prince a couple of months ago! Was washing my great condition Mk1 and found slight rust coming through on the rear arches and at the back of the sill...
Went to a few bodyshops and had loads of opinions, one of which was to leave it until it gets alot worse so it will be easier to treat! The bs I was most impressed with was also the most expensive and the quote was £700!
I'm going to leave it until september and review the situation

They rust from behind so if its beginning to bubble on the surface its shot. I'd get it sorted as soon as I noticed it so the spread is contained to a small area.
The only reason they go there is blocked drain holes from the roof, run a piece of tv aerial wire through the drain holes from above from time to time to keep them clear. Don't force the wire through if theres a blockage though as that can dislodge the plastic tubes that the water runs in, they're a real pain to refit.
