Frankly, whilst not expecting something for having done a job/role(s) paid to do, £1200 for a 20 year loyalty reward is bordering on a slap in the face.

On the face of it, it sounds a bit ungrateful, but it's not as if Lunns has a great range to choose from in the under £2K market segment, so the gift is a bit restrictive in what you can choose realistically.
If you've a good relationship with the boss, then I'd explain that to him, and why it'd mean more to have the freedom to choose from elsewhere, assuming you don't just settle for the path of least resistance and either of the Tag Heuers you linked to.
Apart from the fact that I don't think you have sufficient facts to judge exactly how generous £1,200 may be (is salary of the employee £120k or £25k, is it a large firm or a small one, are there lots of people coming up to a 20 yr service or not many, is the company flush with cash or not, etc) the idea that you should attempt to 'negotiate' on an (I'm guessing) unexpected free gift is a notion I find ridiculous.
