Whilst in principle it is a nice idea, it is a very complicated thing to organise and manage with lots of people needed to make it financially viable, each with their own ideas of what they would like in the watch etc etc.
I am in the process along with a lot of people of designing a limited edition Steinhart watch over on WatchUSeek and we are approx half way through the process.

You forgot the Sinn, Stowa MO and Speedmaster Pro. Apart from that, I think you've captured how it would look perfectly I bet that the bloke who customises monsters would be able to knock a batch up... Can't remember his name but there's a link in the "Watch for £50" thread.
With Seiko 5 mini-monsters going for about £60, plus a custom dial and hands, I don't think more than £120 would be too bad to shell for one. It would have to be strictly limited edition, not over the top with the smiley etc (thinking something like a Bell & Ross style logo - grey on black), with the smiley engraved on the back and a xxx/xxx numbering.
