Sounds suspiciously like the Met on a training run, I've seen them round the Old Welwyn A1M area and they can't drive for WGC Area - 08 plate Burgundy BMW 5 Series SE (debadged), with literally nothing to distinguish it (no attenas, no nothing, just spotted the 4 guys inside), and this was being followed by a similarly stealth BMW 3 Series Touring (again de-badged, but some for of 6cyl Petrol) in Blue on an 07 plate.

Just north of the Black Cat r'bout on the A1 is a favourite spot for the Tac Team pursuit driving I guess... I keep seeing an array of unmarked BiB's - Vectras, Mondeos and an X5 in the last few days, one in front and one behind, blues and twos on both, fast fast fast then pulled over then roles reversed... They're almost always full of policey-type chaps (and chapesses), so I guess they must be doing some sort of training excercise... .....and driving in the way you describe, maybe doing pursuit training with the lead car playing 'bandit'
I wonder what the protocol is for those guys pulling over other motorists whilst they're training though?
