Apparently some of the paint was contaminated with 'construction debris', possibly greases or swarf from all the grinding and welding. I have also heard anecdotally that some bits were painted before the welding had been finished on the other side so that the heat transferred through and spoiled a bit.

Ultimately rushing to get it out of the dock and make room for the big bits of PoW that were piling up.
Whilst I know my knowledge of ships and general navy things isn't even that of armchair level, I would have thought painting a carrier would be one of the easier tasks.

Served on Lusty for 3 years in 2006, max speed we got out of her was 32 knots, we were burning some fuel that day! Might have a video lying around somewhere..

I presume both carriers will have radar absorbing paint? And the issue with Queen Elizabeth is the debris in the paint make the radar absorbing part of the paint useless?

There are no absolute certainties bar the usual, but you don't have to know precisely where a submarine is to avoid it, however you do need to know where it is likely to be.

As 2/3 of the class are Turkish scrap metal and the last is laid up somewhere never to be sailed again I doubt anyone would really care too much at this point. Plus I believe the speed record for them belongs to an earlier config which had a much smaller ski-jump.

I don't know if the paint is radar absorbing although there was PR of the ship having the radar signature of a fishing trawler back in the early days. Either way the contaminated paint isn't an issue there as it has long since fallen off! Between the hungry horse look of the panels, the lines of rust already forming and chunks of paint missing she is looking very sorry for herself!
