Harrier could not carry Storm Shadow, nor could it carry Dual-Mode Brimstone. WRT Single-Mode Brimstone, Harrier did not have a full RTS (Release to Service) to carry it, merely an operational emergency clearance.In this post Haddon-Cave world that would not have stood up to scrutiny for very long.
So, aside from the fact Harrier already had an earlier OSD (Out of Service Date) than did Tornado, it would have cost more ££ to give it what amounted to less capability than Tornado.

If you read what I wrote above you will have noticed that I stated that Harrier had an emergency operational clearance for Single-Mode Brimstone.
