It looks like they were carrying out another test of their vertical landing system.
The report says that the range safety officer deliberately blew the rocket up - which indicates to me that either the rocket lost thrust and was about to fall back or it had become unstable and control was lost - meaning that the safest course of action was to destroy the rocket before it fell on somebody.
