Biggest problem with this old cobblers is the people have not done the research. If you were going to take over the population, I can think of far better ways to get chemicals into people, far better than scatter gun approach of spraying it at altitude in winds that are different to the where you want them to go and so on.

well... if my memories of school are not too shabby, you cannot deny that the trails of an airplane are made of chemicals -or better worded- by a chemical compound made essentially from 2 atoms of hydrogen and 1 atom of oxygen which combined together give a very dangerous result: H2O, known in the secret societies for its lethal consequences when improperly used.

I could witness by myself scenes of devastating desperation when we were told that beer was finished and we only had WATER!
