My understanding is that there is no physical barrier at all but rather a practical one. If a (design, not mechanics/machine shop) engineering company which meets CAA requirements for technical and organisational compliance wants to take over technical responsibility for the components and systems on this aircraft and guarantee their suitability for further use backed up by sound and auditable engineering method they are free to do so - but with all the responsibility that goes with it.

Quite who would want to sign their name against parts which are at the end of the lives they were originally designed and tested to last for in the absence of reliable data, analysis and testing to prove they're good for longer life is beyond me!
