Both sides are perfectly entitled to send ships and aircraft close to each others territory and to intercept the others ships and aircraft on the edge of their own territory. At one time Soviet/Russian aircraft were intercepted by the RAF on a weekly basis.
The problem in this case is the aggressive and potentially dangerous nature of the interception.
