The interesting thing about both the Rogallo Wing test craft and the first lifting body (the M2F1) was that they started out as totally unofficial NASA programmes. Effectively, small teams at Edwards decided to use some cash from the test centre's contingency fund to pay for the projects. The bosses up at Langley knew nothing about either vehicle until they were both virtually ready to fly.
