I don't like these 'best' things as they're entirely subjective and mood dependent. However, if you can class it as Rap I will go for:
Eric B + Rakim - Follow the Leader.

Has to be Mos Def's "Mathematics" for me. http://www.youtube.com/watch?v=m5vw4ajnWGAI love Snoop Dogg too, he has had some great tunes and I love his lazy, laconic style, but Mos Def just has so much energy and the music behind his rapping is always top notch.
