IVA for off road buggy

I've started reading the IVA manual to see if my planned trials/challenge buggy build could get road registered.
Is this the right order:
Get a VIN number from DVLA first
Then apply for the IVA test. Hopefully pass, free or part free retest if done within 6 months
Then take certificate to DVLA and get V5?
What's people's opinions on doors. The manual says that the door mustn't impede exit of the passengers. But what if there's no doors, it's a spaceframe buggy, you need to climb out via the window
Alarm bit seems stupid. Alarm is not needed, but if present needs to be certified
I've read the sections on steering three times because of all the flaming on 4x4 forums about full hydrostatic steering being illegal. Can't find the bit that all the flamers say that says that steering needs to be mechanical (but did find that in the MSA rules for some event categories), and I can't find anything that explicitly forbids full hydro steering. The manual says that the steering needs to operate with the power assistance disabled. A safe steering orbital valve will still self pump the hydraulic cylinder/ram if the hydraulic pump is off or broken, belt breaks or engine is off etc, ie the steering still works if the power assistance is off and engine is off. The manual says that the steering needs to self centre when the car is driven over 10mph. A load sensing orbital valve will allow that also if the steering geometry is done proper. So with the right hydraulic valves it looks like full hydro can be legal?
I've still to read the second half of the manual (yawn). Any bits that could cause complications?
I thought IVA would be impossible but reading the manual and info on the .gov website it seems ok?
