MSA regs on rear discs

Further to my previous post on wheels spacers, my conversation (via email) with the local scrutineer has thrown up another question.

My TR7 has a rear disc conversion, the scrutineer mentioned that I "should look to see if a brake conversion like this is permitted in the modified class"

(I want to hill climb in the modified production class)

I queried this saying that I can't find anything to say it's not permitted he then quoted 5.1:

As a general principle in all Technical Regulations, it is prohibited to carry out any tuning or modification that is not specifically permitted. The fact that some modifications are mentioned as prohibited does not imply that others are allowed.

How on earth am I supposed to find out if something is legal or not??

Yes, but there must be more detail than that - otherwise it'd be standard brakes and pads all round and I'm certain that not the case watching the cars this season.

Current regs:

Section J
Brakes 5.6.1. Be fitted with brakes that are operative and capable of stopping the vehicle as required.
5.6.2. Carbon disc brakes are prohibited unless a Standard Part for that vehicle, or specifically authorised by the MSA for a class or category of car.

Hill Climb specific
Brakes
10.7.1. Deleted.
10.7.2. Brake balance adjusters must not be available for adjustment during running.

I'd argue that the standard brakes are not capable of stopping the vehicle as required.

I spoke with the MSA and they pointed me to Section S10.10 where it's stated that unless specified, it's free including brakes.

ETA this is specifically for Sprints and Hill Climb section

Are there regs for the soecific series you are entering? I'd certainly expect there to be. Who is the organising club?
