a couple of thoughts came to me regarding a brand new built/registered Ultima GTR

how are they on emissions without cats - are they tested at the higher level as an older import car would be as they are not on the database to reference against?

and road tax - again whats the rate for these cars, new cars are taxed on emissions and these cars must be fairly high - but again if they are not on the database do they go down as the pre emission rate (2001 i think)

or as these are low volume cars or self build do they have special rules?

The emissions requirement for IVA is based on the age of the engine.
Pre 1975 visual smoke only.
As the years go up it gets tighter with cats required from 1995.
You will be required to prove the age of the engine.

There may then be an emissions figure in the V5 but only in the notes on the front page.
MOT can be interesting as many testers just say it's a kitcar so there in no test. If the figures are stated on the V5 (and are in your favour) you can show these to the tester.

Tax will just be the PLG so £230.

good news on the tax then, so the factory exhaust comes with cats then? if the engine is a brand new LS7 for arguments sake then it will need to be tested as new

Extract from the IVA manual.

Connect the engine speed measuring device and insert the engine oil temperature measuring probe into the dipstick hole

Engine pre-conditioning: Check the engine oil temperature. If it is below the minimum vehicle specific requirement, raise the engine speed to between 2000 and 3000rpm and maintain this speed until the minimum engine oil temperature has been reached. Remove temperature measuring probe and replace dipstick

Perform a HC hang-up check and ensure that HC<20ppm before continuing. Insert the analyser sample probe

1st Fast Idle Test: Raise the engine speed to the vehicle specific fast idle speed and maintain for 30 seconds. If the engine speed drifts outside the fast idle speed range, begin the 30 second countdown again. During the last 5 seconds note the readings for CO, HC and lambda, and record the results
If the vehicle has passed the first fast idle test, then go to Idle Test otherwise go to Additional Engine Pre-conditioning

Additional engine pre-conditioning: Run the engine between 2000-3000rpm for 3 minutes or until all the emissions are within limits. If the engine speed goes outside the fast idle range, then freeze the countdown until the rpm is once again within the prescribed limits

Catalyst stabilisation: Raise the engine speed to the vehicle specific fast idle speed and maintain for 30 seconds. If the engine speed drifts outside the fast idle speed range then begin the 30 second countdown again

Idle test: Allow the engine to idle during a 30 second countdown. During the last 5 seconds, note the CO reading and record the result l. Remove analyser sample probe and engine speed measuring device.

Carry out a CAT test
using default limits
Minimum oil temp: 60C
Fast Idle: (2500 to 3000rpm)
CO <= 0.3%
(1st Sept 02 onwards
CO<= 0.2%)
HC <= 200ppm
Lambda between 0.97 and 1.03
Idle: (450 to 1500rpm)
CO <=0.5%
(1st Sept 02 onwards
CO <= 0.3%)

thanks, seems there is reference on the factory website to exhaust with cats
