yes it can.
It is basically two U shaped powder-coated metal brackets which you would screw to the wall (be it breeze block or stud); and then the chrome tv stand that you normally see screws onto the back of the telly. Then that would hang off of the two U shaped brackets you've already screwed to the wall.

well these are the only pics I've got of when I did mine. Four holes are req (with raw plugs or for a stud wall perhaps expanding metal rawlplug type) for each U shaped bracket:
Fit metal brackets:
stand mounted to tv, which then hangs off said metal brackets. You can see the grey plastic part that has been clipped on - that locates in each U shaped bracket:
The tv is not that heavy these days so the main thing is can the four holes be done securely on your stud wall. He may be thinking the stud wall is not strong enough but the TV is so light I can't see that's a problem really.

I've got art hanging on my wall that is as heavy as my TV with just 1 stud. They are surprisingly strong.
I also have a shelf held up with only 4 of these, that can easily hold 40kg + shelf.
