IIRC it was because "back in the day" hispanics (or african americans, depending on what you read) were not made welcome in the hot rod scene, so they went and did their own thing. The early lowriders didn't have hydraulics, they just used to put bags of sand in the boot to make the back end drop (known as a taildragger). Cut coils/deleafed springs were common.Somewhere along the line some bright spark found some actuators on aircraft landing gear and replaced their suspension using them, so they could raise and lower the car. This evolved in to systems that can make the car jump/dance.
Essentially outcasts made their own car culture.
Back to the program, missed the first one but not impressed by the second episode, as someone said a page or two back this wasn't written/made by car fans.
Still, it is the BBC, so what you do expect.
