Noseybonk from Jigsaw (Didn't bother me, however, I've saw him mentioned a lot in the "weird/creepy" kids shows category).

I recall Noseybonk being....strange.

The scary thing from Worzel was Turnip head, he had eerie music.

I also recall being a lil concerned at that scarier second Hulk on one Hulk episode. He was a killer!

The old stop motion fuzzy felt Moomins properly scared me, as did the Tripods.

Tripods were pretty scary - I'm not sure if this qualifies but the original Triffids series...
