Yeah it was introduced as a possible spin off in the later half of NCIS Season 11 and then later got commissioned by the network. Scott Bakula plays the "Gibbs" type role, with Lucas Black (The young kid in American Gothic in the '90's / lead role in the Japan based F&F film) as part of the team.http://en.wikipedia.org/wiki/NCIS:_New_Orleans
It will be interesting to see how it works out as a standalone. It looks like C5 have bid for the rights so it may appear on UK screens early next year. Bit of a shame the network didn't pick up the mobile "Red Team" spin off that was piloted within Season 10 as that looked like it would have been an interesting premise.

An update for those interested:
For those who haven't already seen them, C5 are going to be showing episodes 18 & 19 of NCIS season 11 back to back on Friday 13th February from 21.00 to 22.40. These are the 2 episodes that introduced the New Orleans spin off originally.
So far NCIS season 11 has only been broadcast on the Fox channel on Sky (or on Region 1 DVD if you imported one like i did) and although it's due to be shown on terrestrial via C5 later this year, C5 have brought these 2 episodes forward in advance as it would appear they intend to add NCIS : New Orleans to their schedule the following week, likely on Friday 20th February circa the same time slot.

I am confused
I watched NCIS New Orleans on C5 which was aired before the new series of NCIS 11. Now in NCIS:NO there was a new bird in Zeeva's seat and no reference to Zeeva. Now S11 has started and I can see she is going to be in some sort of trouble in Tel Aviv, so putting 2+2 together I am assuming she is killed off and replaced. Bit of a screw up showing them in that order though?
Enjoyed NCIS:NO overall though, recognised the fella from Tokyo Drift as well

I still remember when he played the part of the kid in American Gothic in the early '90's.Re the disjointed showing of episodes, the problem is that C5 lost the exclusive first show rights to NCIS in the UK after series 6 due to the increased cost so decided to bid purely for syndication. Sky snapped it up at the same time that they were securing the rights to the NCIS:LA spinoff and from that point on Sky showed NCIS on Sky1, before later moving it to the Fox channel, and NCIS:LA stayed on Sky1, both shown around the same time as the US airdates. Fox are currently showing NCIS season 12, so as a result C5 have NCIS season 11 about 18 months delayed from the original airdates in the US / Fox in the UK.
C5 have a similar situation with Castle where they own syndication rights to show it on 5USA about 2 years behind the current series which is first shown on Alibi.
As I don't have Sky I started importing the US Region1 DVD's when they're released in the US after the series finishes. Saves having to wait an extra year here for the DVD release / TV showing.
I was somewhat surprised C5 managed to secure the rights for NCIS:NO tbh given the other 2 are on subscription.

Without "Spoiling" things I can say Ziva will remain a "presence" in NCIS without haunting it. The New Character, Eleanor Bishop, took a while to like, but her relationship with Tony in Season 12 is different but interesting. Season 11 sees a few returning characters as well as the death of another. The death of Ralph Waite Changed the end of the Season with some interesting returning characters as well as a "tribute" to the actor playing Jackson Gibbs
Currently I have watched 12x15 "Cabin Fever" and will be downloading 12x16 on Wednesday.
