But this is NOT a closed circuit race, it's a time trial, with, broadly speaking, just one acceleration, hence slowing acceleration is not an issue, so adding ballast (mass) rather than using aero devices which increase drag is the way to go.

Yep, would have been easy to add. But I guess they had a rear wing on the shelf and hence a much easier sell...mind, as Max says, just adding some weight to the rear would have done.
