London's Burning , like Casualty lost their plot and raison d'etre when the idiots in management added more and more 'soapiness' and lost some of the procedural aspects ... also, London's Burning please.
strip it back to Zorba era London;s Burning and Josh era Casualty and that is where best stuff was
Law and order UK for instance retains the core 'procedural first and second' ethos of the US versions of the franchise - yes you need some back story for the characters but don't turn it into a soap .
on that angle where would NCIS be without understanding Gibbs' back story, who Ziva is kith and kin of and why Abby has turned out like Abby - arguably NCIS is more of pure procedural than it's predecessor JAG - although that was hung around the whole will they won't they Mac + Harm arc)
