Try talking to your local film archive, typically there is one for old BBC/ITV local news, which was shot on 16mm before the arrival of video.

The one near me in Plymouth has 16mm telecine.

Further update: It seems that if the films are 16mm, you have about 18-19 minutes of footage in total, roughly double that if it's 8mm.

It may not have been shot at the professional speed apparently, but it makes no difference for digitising.

Anyway, my source reckons that it'll cost £100 to £150 max, allowing for handling, postage etc to get it all digitised. This will be to broadcast quality, so should be pretty good.

We could also do the old 'record it with a video camera' trick, it'd work although the quality wouldn't be terribly good. The chap I've spoken to has a film viewer that projects the film onto a glass screen. He'd need to make a small charge for it though.
