It's worth reminding people that to get reluctant countries to back them, they organised a terrorist atrocity to tip the vote their way. At the meeting when we meet Blofeld, they are listing their business interests, including human trafficking. Getting control of the worlds security surveillance was just a step in building their empire.
If I remember correctly, when we first met Blofeld in You Only Live Twice, starting WW3 was intended as a profit making venture.

I thought it started well; the parade to rooftop scene was superbly shot, then the building collapse without Bond even getting dirty, never mind hurt, spoiled it. I enjoyed the helicopter scene but only for the flying itself (see Chuck Aaron flying the Red Bull helicopter on youtube), the actual action in that scene was daft, to say the least
And as for the secret super-villain's super-lair in the middle of the desert being blown up because of one (lucky?) shot at a gas pipe, that goes right back to the cliched Bond films of old, which I thought they'd been trying to avoid since Casino Royale.
Overall, as others have said I think it just turned into a series of loosely-connected but well-shot set-pieces without much of a story to link them together
BTW I read somewhere that the use of CGI in the helicopter scene was the opposite of what you might expect; the flying was real but because of the altitude of Mexico City they had to do the flying at a lower height and CGI the city in behind it.

But why do that? They have people everywhere. EVERYWHERE. The top of mi5 and agents within it. So they must have people in those other 8 agencies why do they need them to share info. Plus they have that base that watches everything and knows everything anyway. I thought it was quite good,somewhere between Skyfall and Quantum.
I was disapointed when Batista got thrown through the windscreen that nobody ran accross and lifted his arm to check he was still alive.They should have lifted it once and let it fall,same thing a second time,on the third atempt his arm would have stayed up and all hell would have broken loose.
