I don't think you need insurance if the car is not on the road. i.e. if you park your sports car in the garage over winter you don't need to insure it. Its a wise move but not a requirement. Still got to SORN it though.

Indeed, otherwise you break the Continuous Insurance Enforcement rule and get a whopping great big fine, which if you like in terms of actual actions is 'guilty before proven innocent', but not really, because that's what the law requires you to do.

The main difference between the two is only that you opted into having a car, and the responsibility that comes with it, whereas TV licence enforcement covers everyone by default.
