Private Sector Building Control

Having at last completed our new kitchen extension I asked the building inspector to pop round to carry out the final inspection ...which he did and left saying no probs at all and that he's very happy to sign it off ... a confirming e
mail to follow that evening and a certificate in a day or so ...over a month later
and after numerous phone calls and a solicitors letter...ziltch.
The chap who did all the inspections I always found to be friendly helpful and responsible but I now fear that I've been conned and selling the house without the certificate could be nigh impossible...does anyone on here have experience of a building control company going bad? I should mention that the company has a number of offices nationwide though the local office has recently closed downand, it is CIC accredited .Any advice from you lot would be much appreciated.
